The Next Moon Race Is About Infrastructure, Not Flags

Slashdot points to a much deeper story about China's plans for the Moon.

At first this sounds like another race to plant a flag.

It isn't.

China is targeting a crewed lunar landing before 2030. That is no longer just a paper goal. It has been testing the Long March 10 lunar rocket, Mengzhou crew spacecraft and Lanyue lunar lander while constructing the supporting launch and ground infrastructure.

Behind that landing is a much larger plan.

China's International Lunar Research Station is intended to establish a basic facility around the lunar south pole by 2035, followed by a much larger system in the 2040s with power, communications, navigation, transportation and resource-development capabilities. Chinese officials have described it less like an expedition and more like constructing a small town.

The United States is now planning essentially the same thing.

NASA currently targets Artemis IV for the first crewed south-pole landing in 2028 and has reorganized its lunar programs around a Moon Base intended to create a sustained American presence by 2030.

China and the United States are therefore heading toward the same neighborhood.

That is where this becomes much more interesting than Apollo 2.0.

The lunar south pole contains permanently shadowed regions where water ice may survive, alongside limited areas receiving enough sunlight to make long-duration solar-powered operations practical. Recent research continues to identify the relatively small regions where those two useful properties overlap.

Water means more than something for astronauts to drink. It potentially means oxygen, hydrogen, propellant and a dramatically smaller supply chain from Earth.

So being early does not give a country ownership of the Moon.

The Outer Space Treaty explicitly prohibits national appropriation of the Moon, whether through sovereignty, occupation or use.

But infrastructure creates a different kind of advantage.

Build the landing sites, power systems, communications relays, navigation network, transportation routes and resource-processing equipment first and everyone arriving afterward has to operate around infrastructure that already exists.

That is where some of the American anxiety starts making sense.

The Artemis Accords already contemplate temporary "safety zones" around operations to prevent harmful interference. They specifically say those zones do not create ownership and must preserve free access, but this is exactly the kind of operational rule that becomes important once several countries want to work in the same useful places.

China is developing its own lunar architecture with a different group of international partners.

Meanwhile, U.S. law has restricted most bilateral NASA cooperation with China since 2011. That means the two largest lunar programs are developing largely in parallel at precisely the moment when coordination may become more important.

That worries me more than who gets there first.

The original space race had a wonderfully simple finish line:

Land a person on the Moon and bring them home.

This one does not.

The winner, if there even is one, may be whoever establishes the first dependable transportation, power, communications and resource infrastructure and keeps operating it year after year.

That is much closer to building a railroad than planting a flag.

And once somebody builds the railroad, they have not legally claimed the land around it.

But they have changed what everyone else has to build around.
